According to a report of heads of anti-narcotics enforcement agencies in the East African Community countries, drug barons are taking advantage of marriage laws in Kenya to hide their activities.
'Marriages of foreign and local drug barons/traffickers to local women (in Kenya) are a means of legitimising their stay and camouflaging their involvement in drug-trafficking,' says the report.
The report says that there is an increase in recruitment of European couriers, both young and elderly. 'There is also recruitment of local couriers by foreigners.'
